Any of innumerable schemes that lead the victim to believe that they will profit dramatically by engaging in some plan that requires that they pay, or invest, a fee “up front.” In many cases, the “plan” has some degree of illegality associated with it – not enough to discourage most people from participating but just enough to make them reluctant to file a complaint with the police.
