For Burst Rate we have a term and definition in SCSI.

Many SCSI devices can send data much faster over the bus than they can recover them from the medium (see: sustained transfer rate). The data are buffered and sent in a burst at maximum speed over the bus, so the bus is utilized for only a short period of time. It is then released and can be used by other devices.
