JICA administers the bilateral grant portion of Japan's Official Development Assistance (ODA). JICA covers both: (a) grant aid cooperation (offered without the obligation of repayment) and (b) technical cooperation (offering trainees, experts, equipment, project-type technical cooperation, and development studies).
