For Naming A Member we have a term and definition in Parliamentary Procedure.

(désigner un député par son nom) - A disciplinary procedure used by the Speaker to maintain order in the House. The Speaker names a Member for persistently disregarding the authority of the Chair. He or she uses the name of the Member, rather than the name of the Member's electoral district, and the Member is then usually suspended from the service of the House for the rest of the sitting day.
