Omnibus Bill (Advocacy)

A bill related to a specific area that covers many issues or topics. Often, the federal budget is an omnibus bill that deals with many agencies' budgets at once.

Omnibus Bill (Canadian Law)

A draft law before a legislature which contains more than one substantive matter, or several minor matters which have been combined into one bill, ostensibly for the sake of convenience. The omnibus bill is an "all or nothing" tactic.


Omnibus Bill (Congressional)

A measure that combines the provisions related to several disparate subjects into a single measure. Examples include continuing appropriations resolutions that might contain two or more of the thirteen annual appropriations bills.


Omnibus Bill (Parliamentary Procedure)

(projet de loi omnibus) - A bill consisting of a number of related but separate parts that seek to amend and/or repeal one or several existing Acts and/or to enact one or several new Acts.


Omnibus Bill (Political)

From the Latin meaning "for all," an omnibus legislative bill contains many miscellaneous provisions, as in the omnibus budget bill that Republicans hope to push through Congress in the fall of 1995.
