Reach and frequency refers to that form of analysis which, for a given advertising schedule, calculates the number (percentage) of different people reached at least once by that schedule (ie Reach), the total number of impacts made by that schedule (ie Impressions), and the average frequency with which the net audience was exposed to the advertising message of that schedule (ie Average Frequency).
