Safe Harbor (Direct Marketing)

An agreement negotiated by the U.S. Department of Commerce and the European Commission that enables a U.S. company to receive data from Europe by voluntarily submitting to regulation by a U.S. government office.


Safe Harbor (Finance)

Often used in risk arbitrage as a form of shark repellent. A target company acquires a business so onerously regulated that it makes the target less attractive, giving it, in effect, a safe harbor.
